Tree at the end of garden needs removing

Hello, there are two trees the other side of our garden fence that are in the park that belong to the council. The patch of ground that the trees are in is unmanaged. One of the trees leans on our fence (which we have just had replaced) when it's windy and also drops branches regularly which is a concern for us as we have a toddler. The other tree (I'm not even sure it's a tree) also drops branches. We would like to get the trees cut down and we would be happy to pay for this to ensure it gets done quickly. Please let me know if this is ok.
