Overflowing litter bin

The bin that is just at the bottom of the slope from the station london side is completley overflowing with rubbish. this has been reported 3 times and still not been emptied. the rubbish is causing flies and vermin to be attracted from the food rubbish that is spilling out. the other bins have been emptied and this one seems to missed all the time and is becoming an unsightly problem

Resident has contacted us again (4th time). He has advised that bin is still overflowing and no one appears to have dealt with the problem.
