Illegally parked on pavement

Most mornings (Mondays to Fridays) a parent parks on the pavement (designated for shared pedestrian and cycling) to drop off their child at Twinnies Nursery on Abbey Road. Not only is this parking causing issues with the pavement surface (a matter that has already been raised with the local Ward Councillor), but it is dangerous for pedestrians and cyclists with the vehicle owner opens their car door to get their child out - there is hardly any room between the wall and the car to get past. Is it possible to have a warden stationed outside this nursery between 7:20am and 7:30am to actively deter the owner of the car and ticket them if needed (there is AMPLE parking along Abbey Road to use in the mornings)?
