Sand/cement removed but bricks still on pavement. Why can't they be removed! Sand just moved into the alley behind Dorchester Avenue

There may be no further action due to one of the following:
The fly tipping identified within the report has not been found on site.
We have already been made aware of the situation and are currently addressing this issue.
We are unable to assist with flytipping in privately owned alleyways, except in exceptional ciumstances i.e. attracting vermin or white goods
We have been unable to identify the land owner to refer the matter on to.
