For months now the householders of No 31 continue to leave all wheelie bins and brown food waste bin on pavement often overfull with the results scattered on surrounding pavement.

I feel that the only reason the bins are *not* on the pavement is because neighbours get fed up with walking round them so move them off street themselves.

This is on Thursday morning 17 Feb - overflowing bins still on pavement and the one on the property of 31 is spreading its waste onto the neighbours property.
