Large Bin belonging to Restaurant being kept on pavement

There is a row of 4 shops here, 3 of whom all keep their bins at the back, but the newly opened Foodyz restaurant are keeping their very large bin at the front of the property; apart from being unsightly, it is going to smell when full, people will randomly dump their litter on top of it (as they already have started to do, someone has already dumped a chicken box from the adjacent fast food takeaway on it) and once it is full it is going to be very unpleasant for people to walk past especially as the pavement is narrow in that area. Also it is half blocking an advertisement board, I am not sure why this business thinks they don't have to follow the rules that everyone else abides by, but they need to be told to move the bin to the rear of their property - I assume it's because they have set up some sort of 'bar' at the rear of the property and don't have any space to store it there, but they will need to sort it out
