The tree is leaning quite a bit and increases almost daily

This young tree outside 16 Somerhill Road Welling DA16 1PE has established itself very well after 5 or 6 years, but its leaf growth this year has caused it to be too top heavy for its thin trunk (photo 1). The roots are starting to show on one side (photo 2). Any strong wind may well cause it to topple over.

More than 18 months has passed since I reported this problem (in October 2021) and nothing has been done. The tree continues to grow at least 10 to 15 degrees from the vertical and is leaning across the pavement towards our property's boundary wall and there is a concern that it will one day fall on that wall. The foliage is also beginning to block the pavement. We do not wish to lose the tree but if it has to be removed I would hope that it would be replaced, there are far too few trees in our area.

Someone visited the tree at the beginning of last week and considerably pruned the tree. However the cuttings were left piled under the tree and one week later they have not been removed. They are affecting parking, when will they be removed please?
