Once again Number 49 shrubs overhanging onto path

A constant issue with this house, which is quickly becoming overgrown. This was reported before and cut back but just what was overhanging which has quickly grown back. As I’m sure you’re aware under Section 154 of the highways act it is illegal to obstruct safe passageway of pedestrians on a pavement through trees/shrubs or vegetation.

My dog has had its tail tangled in the thorny branches and this is not acceptable. The resident is housebound and has carers so clearly can’t tend to their garden. So they should be ordered to completely remove the shrubs not just cut back as they can’t keep them maintained, therefore requiring this multiple times a year/the council wasting tax payers money coming out and cutting it back from the path.

They always leave the bins out on the path too which again proves an obstruction.

Please quickly order with them notice to remove, not cut back, in order to prevent further reports and unjust injury to pedestrians and animals walking past. It’s a health hazard. Deal with it
