Rainwater drain has a tree growing in it

We have noticed a bad smell from under our house every time it rains.The rainwater drain close to our property has plants growing out of the grill and we cannot see that water is flowing down it.This leads us to believe the rainwater from the roofs could now be backing up and causing this very bad smell and possible damage to the houses. Could some one please clear this drain. It is situated outside number 59 Berwick crescent.

As it is a Thames-water drain apparently I have to report it to them. The tree belongs to the council So unsure why they are not concerned that it is growing into the drain and out of the top of the drain
