Black Rubbish bag dumped

Someone has dumped a black sack full of household rubbish on the left hand pavement as you enter queens road, which has now been ripped open and rubbish spiralled all over the pavement. This is obstructing the pavement making it impossible to use.

    The bin bag but the bag is split and full of used human waste / nappies, and rotting food waste which has split across the pavement. It smells awful! Items have also been fly tipped in the bush nearby.

    Rubbish has spread overnight. Used nappies ripped open, rubbish cover pathway and in road.
