Barbed wire obstructing the alleyway at eye level

I submitted this problem last week and had an email to say it had been resolved. I use this alley twice a day and it has definitely not been resolved. In fact it hasn’t even been touched so clearly this has been marked as resolved despite no one even going to look at it. I know this has reported by other soo and they were told it was marked as urgent and would be fixed but obviously not. All it needs is some wire cutters to remove it. Barbed wire sticking out into the alleyway, round a corner at eye level. If a schoolchild went round on a bike they wouldn’t have time to notice it and it would probably blind them. Myself and many others keep tucking it behind broken fence panels but it just pops back out and a friend has already cut herself on it. I myself nearly walked into it as well. I know someone else reported this but today it was still there and more dangerous than ever so want to make sure it was being dealt with. This is a very busy alleyway and it is such a hazard at the moment with all the brambles but this takes it to a new level of danger.
