Grass not being cut

Why is the grass not being cut in the garden just by St Paulinus Church? The garden is looking really scruffy and not being maintained. Also I walk a lot around the borough and have noticed this is happening in other areas no grass cutting ? Why? We had a massive hike in our council tax this year and the Bexley borough is looking decidedly scruffy , why? I feel you owe residents an explanation. I hope you will reply to me soon.     This has still not been resolved, grass verges in many roads and streets are still no being cut, and when they are , the verges and the road are covered in grass. The rose garden opposite the church has still not been cut
