Hugely over grown front garden

Hi, The front garden of what appears to be a derelict house is so overgrown it is not possible to safely use the pavement, forcing pedestrians with children, or those with prams / in wheelchairs / assisting other walkers into the road. The property number is 161 Church Road, and also has all the fences blown in on the back yard, which is also severly overgrown. I see this has been reported multiple times in the past year, but I steadily getting worse. Some of the overgrowth is holly, which scratched my step daughter terribly when she was visiting. It's very dangerous for children and vulnerable people.
