Ivy growing from street side over my fence

I live at 20 Chapel Hill, which backs on to Chapel Close. Ivy has been growing from the thin layer of earth on the street side of the 2ft high retaining wall on which my back garden boundary fence stands. It has gradually grown up the fence over the years. I rarely have occasion to go round into Chapel Close, so it was a surprise to see so much growth. This is now so abundant that it is structurally damaging a number of panels and even starting to pull a couple of them over into the road. It's only a matter of time before they break, in my opinion.
