Loose broken slab by water meter

Noticed recently this slab is broken and wobbles. It is by the water meter and when you stand on it water can splash up, another slab next to it does the same. i dont believe a water leak but water is getting underneath. Lady who lives at address is elderly and concerned she may fall on it.

I live at 2 Cedar Avenue which is the house next door to the original report. This issue is getting worse and seems to be now affecting slabs outside our property they have become loose and have water underneath, this was not the case when the first report was made.
Please advise what will be done about this? We regularly see people walking pass and stepping on the numerous loose slabs and getting splashes of water up their legs (much to their disappointment.).

I have also reported to Thames Water on two occasions as the water could be coming from their water meter. Nothing back from them just as nothing from the council.
The slabs outside both house are getting worse and quite a few loose slabs.
