Concrete rising due to tree roits

The concrete is raised very high I think due to the tree roots? but a man on a mobility scooter came right off he bumped into the concrete which in turn he bumped into the wall of the house on the corner of Hook Lane and has knocked it into her garden workmen helped him up but it is very dangerous
