Dog poo in litter bags left behind on sidewalk

We keep finding numerous used full dog poo bags on the sidewalk at the end of Marlborough Park Avenue (#2), just outside our property wall. Started noticing these since Feb 2021. Sometimes these are put within the ivy outside our property wall facing the street (Marlborough Park Avenue 2). With time the dirty bags fall on the sidewalk, but sometimes the bags are laying directly on the sidewalk. Btw we don't have a dog at MPA #2. This mess is certainly caused by a passer-by. I'm considering installing another camera to monitor this part of the sidewalk but keen to learn how the authorities can help solving this?

So the stencil with the text clean it up that has been placed in front of 2 Marlborough Park Avenue isn't visible at all, see provided photo. Could you please re print? And maybe print a third? Also all the dog poo bags that were laying around( 10) have been cleaned up by a very kind resident of Marlborough Park Avenue, surely this is the responsibility of the council?

Fully agree with more stencils to underline the point of cleaning up dog poo, given the persistence nature of the culprit(s). MPA obviously has great residents but we do rely on the council for basic cleaning where/when needed.
