Tree is slanted at unsighlty angle

As per the picture the tree was either planted incorrectly or it has been knocked soon after being planted. I've tried to push the tree back and install a stake without success. Needs to be pulled upright and staked before the tree grows bigger. It looks very unsightly when looking out of our front window.
