Lamp post leaning and tarmac has come up around it

I have noticed that the lamp post in the location I mentioned is leaning, and the tarmac around it has come away. There is a noticeable gap between the lamp post and pavement suggesting the post could be moving, and I wouldn't want it to fall on the road or onto the wall next to it in high winds.
