Continued dog fouling, neighbour refuses to clean up

A neighbour has a young dog which is walked through our estate without a lead and constantly fouls pavements, private driveways and footways. The owner never picks the mess up. The estate has many young families and is on a public right of way used by many young families and children on their route to and from the local schools. This is unacceptable behaviour and dangerous for all children to be around. The problem has been ongoing for at least six months.
