Dogs off lead on open green

There is an open space the fencing is really low and some of the barb wire is missing, you are not allowed to play ball games on this green and there is asign to state this, but recently dog walkers have been using this and letting their dogs of the lead and some are quite aggresive dogs and its very frightening and people use this green to get to the school, please look into this and perhaps a no dogs sign needs to be installed or some more safety fencing.
