Tree that is over our boundary line and precarious in wind

Hello, I wonder if you can help me. The tree in question is based in Marlborough park. However, the tree is growing completely over our side of the boundary. In the winter a number of branches have fallen onto our drive which have narrowly missed my children. Also in strong winds the tree the tree bends very precariously towards our house, should this tree fall it would directly hit my youngest daughters room. On a number of occasions we have had to move her into our bedroom because we are concerned that it will break and hit our house. I have mentioned this previously and have been told about ‘aesthetics’ however the aesthetics will be be the least of my problems if a branch hits my child or the tree falls into my house. We have many trees/ivy etc from the park and these are not a problem. However this tree has the possibility of causing harm. Thank you so much in advance for your help Mrs Clarke
