Our cat was killed by unleashed dogs

On 12/12/20 our beloved cat Luka was killed by dogs that were left unattended by their irresponsible owners who let them run free into a path behind our neighbour's fence! Our cat liked to venture to the garden daily and sometimes she would sit outside the fence. On that day her life was taken by uncontrolled dogs, just a few steps away from our house! It was all recorded by our neighbour's camera, and it is visible that owners of 4 dogs were so far that you could not even see them coming for the first few minutes, when they should have reacted to that brutal attack and take their dogs away. When they arrived at the place of attack, they took their dogs, tossed our poor cat in a bush (grabbing her by a tale, without even checking if she was still alive!) and run away! Our cat was wearing a collar with her name and our number on it, she was chipped and well taken care of. Our hearts are broken and we would like the Council to take action and monitor dogs that are not being controlled and might be taking other cats lives in the area! We understand this is an animal instict, however if the dog was on leash, as this is so close to people's properies and the playground was just behind the fence too- that cold have been prevented!
Can you please advise us on what action can be taken.
