Mam with lots of dogs not on leads

Sent to London Borough of Bexley less than a minute later

A man has 6 dogs not on leads. They are out of control and will aggressively jump up on you if you go near. He is often in the same spot. Isn't there suppose to be a rule about keeping dogs on leads?
