Low and overhanging vegetation forces pedestrians to step into busy road to avoid it. Why has the report been closed with ‘no further action’?

I’m not sure why the problem hasn’t been resolved. The overhanging shrubs need to be cut back as they are hanging over the pavement forcing pedestrians to crouch down or step into the busy Parkhill Road to avoid them. Problem is between footpath and Cross Lane.
