Pavement completely annihilated

Pavement has been left in this state for weeks now. (Unlicensed ) contractors have left the public highway in an appalling state for weeks on end without being challenged. Debris is strewn across the public pathway. Paving slabs from the public pavement have been removed and the pavement not made safe .Licensed contractors working on behalf of utility companies are obliged to fence off the dangerous areas. I tripped on this mess of a pavement this evening. There is no room to pass safely. On the opposite side of the road same contractors have left the grass verge amenities in poor state of repair. Other contractors working on big projects down the road have not left the public pavement in this manner - obviously more conscientious. This area needs to be repaired immediately or cordoned off as per public health and safety awareness.
