Fly tipping and part of an adopted road not being maintained by LBB MacArthur Close Erith Off West Street

On 13th August 2 males and 1 female park their black pick up truck 12.44 and leave 14.26 we have CCTV images and photos.
I have upload the CCTV images showing the 3 people dumping the rubbish on the 13th August and some pictures that I have taken showing closure images of the dumped items. Access to the River Thames and the general state of this area that I am reporting.
The dumping on 13th August has prompted me to report this to LBB Environmental Health as my company London Wharf Property Management Co Ltd are the Managing Agents for the land adjoining this adopted road owned by Chandlers Wharf Three Resident Management Co Ltd of which the 77 owners of properties in MacArthur Close Erith are members and this issue greatly affects all our residents.
History of this area:
The road MacArthur Close off West Street Erith was adopted by LBB 2003 when the development MacArthur Close was built. It was maintain until 2007 and then the maintenance ceased. I spoke to LBB and they confirm this land was adopted by them.
Part of the adopted road (MacArthur Close) runs along the length of 4 properties back gardens and Kwik Fit Co Ltd West Street and this is the area that I am reporting as a public fire, heath and safe risk.
Also, this part of the adopted road also has bollards to restrict vehicle access to the rear of West Street properties and the road is a dead end road but it provide access to the public onto the River Thames path and is used by many members of the public daily.
I'm concerned that these bollards would restrict emergency vehicle access to the rear of the West Street properties and commercial building (Kwik Fit Co Ltd) in case of a fire emergency affecting the rear of these properties and I would like the access checked by LBB to ensure it mets current British standards for emergency vehicle access.
Due to the area not being maintained the street lighting no longer works and many trees and weeds have overgrown and the area looks a complete mess.
Recently the activity of dumping has increase and is unacceptable.
The dumped rubbish and furniture looks unsightly and smells and is now restricting access from their back garden gates. This is a health & Safety hazard to residents living in and around this area.
The adopted road is used all times of the day by the public to access to the River Thames and I have seen rats running into and from the dumped rubbish to MacArthur Close.
The rat infestation is also in MacArthur Close development and we have annual pest control contract with Bexley Pest Co Ltd but constantly receive report of rats running into the development carparks and bins from the adopted road. Until this area is cleaned up by LBB we will continue to live with the rat infestation and feel that we are currently fighting a losing battle to clean up this area due to the failure of LBB to maintain this adopted road. Please answer the following questions:-
1. Is this area on your street cleaning/gardening program?
If not, could you please added it onto a cleansing programme and please let me know when the clearing and cleaning of the area will be completed and also, the day the week/month that the rota/continued maintenance will take place so that I can let the residents of MacArthur Close know that this area will not be left to decay further by LBB. 2. Do the bollards provide adequate access to the rear of the properties on West Street including the commercial premises Kwik Fit to current British Standard for emergency vehicle access in case of fire?
3. Can you please get the rat infestation address (along with the cleansing) so we are working together to stop this health & Safety hazard?
Additionally, for your information, I am sending copies of the CCTV images to the local police to see if they can help identify the people dumping on 13th August 2020..
Please could you acknowledge receipt of this report so that I can let the MacArthur Close residents know this is being addressed.
