Dog attached my child

Me and my grandson were in the park and whilst coming home my grandson was attacked by a dog.
The owner had two large dark coloured dogs, both were left off their lead to roam around. No muzzles or any kind of protection.
My son was playing with his ball and the dog ran towards him, he is only 8 years old and he panicked and ran away from the dog. The dog jumped at him and scratched the side of his face and head. Needless, to say he has been seriously hurt.
The owners response was why did he run, no sympathy no sorry no remorse.
We are concern this could occur again and the injuries sustained could be life threatening next time.
Description:
Owner : 5ft 8” to 5ft 11”. White male. Wearing a white t shirt, with maybe with leaf on it of some sort. Black cap Dogs : one black one brown. Large dogs look dangerous. Sorry they didn’t recognise the breed.
We reported this incident to the police and they subsequently visited and provided us with the following crime number: 756629072020. They have advise we contact the local authority/park.
We note the rules displayed on the entrances to the park, dogs must be kept on a lead. This is a bi-law and enforceable by the council and or park.
We would like to exoculate this matter urgently.
