Large bag of cloths/fish tank on f.way opp 108a upton rd, b'heath

I was hoping that somebody may be able to help.
Unfortunately, neighbours across the street, keep on disposing household goods they no longer want or need and put it out on the pavement (councils property) - which doesn’t get collected by the council - because why should it, if it doesn’t fall into the bracket of weekly collections. However, when it doesn’t get collected, the items just remain there. Drawing attention to the area and encouraging others to do the same. Leaving others to report it.
Over time, they have dumped a mattress, which I had to report at the time, as it was there for weeks and they didn’t bother to do anything with it. They have a scrap car that they don’t look after and let the plastics covering this - perish so the entire car remains open. It’s left to the elements attracting vermin and youths. This was addressed last month however, after I raised an issue with the council to try and get them to look after this more - which they have somewhat rectified since. But not totally.
Fortunately, it isn’t a mattress this time. However, is a large bag of clothes. Some of which are on the pavement outside of the bag. These have been there well over two weeks now. Nobody is collecting because of covid - and also they aren’t going to be collected regardless now by anyone. But as far as they are concerned, they aren’t taking responsibility of the bag anymore - it’s not theirs. They have also dumped a cracked, glass fish tank that has been placed on the wall right by the bag, which is dangerous to be just left there like this as well as it being waste.
The location of these items, that have just effectively, been dumped here - is across the road from 108a Upton Road, Bexleyheath, Kent.
Whether it be their lack or understanding, as to what gets collected each week with general rubbish - or they are just taking advantage of the situation l, I don’t know - just to get things out of their property. But surely this isn’t acceptable for them to just leave these items. If they don’t get collected, then they need to take them back inside and dispose of them properly. As they are indirectly fly tipping, by doing what they are doing.
The tenants who are doing this, reside on the ground level maisonette directly next to the garages that belong to the 4 maisonettes Landlords/tenants, opposite 108a/108 Upton Road.
Is there any way, someone could arrange for these items to be taken away at all? - as they aren’t going to do it I’m afraid. Making it very unfair for everyone I know, but I would appreciate it.
