My neighbour tree is blocking the street light also, it is stopping any natural light coming into my room and the roots are damaging the front of my property grounds.

This tree is very overgrown. It is blocking my natural light in my room, damaging my property grounds, and damaging my car and also neighbors cars. and blocking the street light. I have tried to speak to him to cut the tree down with no luck. I cannot approach him anymore as I am frightened of his behavior. I have also sent him a polite letter as he has been my neighbor for over 30 years he replied back using the same letter with the words "get stuffed" He lives alone. I do not know what more to do
